User Account and Payment Dispersal Website

I need a website that allows two types of users to create accounts. One type of user will make payments initially, and then the funds will either stay in the app wallet or in a company account. Once both users agree, the money will be dispersed.
Key requirements:
- User Types: Both clients (who make payments) and service providers (who receive payments).
- Authentication: Service providers will log in using email and password.
- Payment Methods: Multiple options including credit/debit cards, PayPal, bank transfers, and UPI.
