Urgent Charity Website Migration & Development

I am in urgent need of a new charity website. The site will be a migration from Joomla! to either Joomla! or WordPress. I have a short time frame of 7 days for this project. The new site needs to be set up to get and display our organisation's old articles which are on two separate databases (Joomla!). Additionally, the website must be optimised for smart devices with a responsive design and a modern look. The new website should be multi-lingual (English/French) and it must load fast for people with not so fast internet.
