Upgrade & Optimize CakePHP: Boost Performance & Revamp UI

I need an experienced web developer to upgrade my existing CakePHP application from version 1.3.14 to the latest version. The project involves:
- Enhancing Performance: The primary objective is to achieve faster page load times. Any additional improvements you can propose would be welcomed.
- UI Update: The application needs a new, modern look and feel. You will be provided with design examples to follow.
- MSSQL Database: The application currently uses an MSSQL database. Any necessary adjustments for compatibility and performance are expected.
Source code will be provided. Please bid only if you have substantial experience with CakePHP and can deliver high-quality work within a reasonable timeframe.
