Upgrade Moodle on Windows server - having issues pls read description

Hi,
Currently I am upgrading form moodle 3.2 to 3.5 (as a step upgrade) then to 3.9. Using PHP 7.2 as maximum support version for 3.5 is this. and Apache on Windows Server.
But when I reached to 3.5 it is complaining that I should install and enable curl php extension.
It is already part of php7.2 and is enabled. As a suppliment message it says I should be using latest libcurl. Have tried everything from the forums but still not working.
I need a person with very good Windows server experience setting up php applications who would probably know what is going on.
No time wasters please.
