Update iptv broadcast panel web software and add additional features

I am looking for a skilled developer to update my iptv broadcast panel web software and add additional features.
Specific features that need to be added include:
- Updating requirements for some operating systems and web servers,
- Additionally adding features and upgrading features for some specific content management systems (CMS) for practical use
- Updating the existing multimedia library with enhancements and adding second and third libraries, changing and encrypting broadcast protocols,
- Updating and upgrading the API system,
- Creating Android and iOS applications that will read encrypted and modified stream protocols, (To ensure that users can communicate with each other and share stream data in the server network they are included in, in the peer2peer logic, in the created user applications.)
- Communicate with the server, and decode based on the approval received. And various similar updates.
I have a list of specific requirements for the update of the software and expect the developer to follow them.
I have a timeline of 30-45 days for the completion of this project.
