Update PHP site and build .Net middleware Application to Link a PHP Website with QuickBooks Web Connector API

We have a custom PHP web application that handles the collection of billing information for a busy solicitors. This web app allows users to log time recorded on actions to create an invoice for exporting into QuickBooks.
The invoice data needs to be automatically exported into QuckBooks via the QuickBooks Web connector API to import the invoices into quickbooks (not QuickBooks online).
The issue here is the QuickBooks Web connector API's do not support php, only .Net frameworks.
We are seeking a developer who has knowledge of PHP and .Net / asp.net and preferably has worked with QuickBooks web connector to update our PHP site and develop a middleware application in .NET / asp.net that can take the data from the PHP application and export it to QuickBooks via the quickbooks web connector API's.
Experience with the QuickBooks Web Connector API's would be a great advantage.
