Update Firebase Phone authentication Login system (Js, Ajax , PHP)

Sign-in method is type mobile number and submit. then user receive an OTP. after entering otp they can register or login. I have developed this and working fine. But i face exceeding sms quota problem. I need to update this system once a user submit their number if otp sent prevent submit number again, instead they should redirect to otp input page. and limit 5 times per day to enter number for same ip.
