Unlimited Instagram Automation Development

I require an expert in social media automation to create a unique, custom project for me. This system needs to manage actions for an unlimited number of Instagram accounts daily, autonomously handling the following:
- Liking and commenting on posts.
- Following and unfollowing users.
- Sending automated Direct Messages.
This platform is expected to be robust, effective, and user-friendly. Due to the scope of work, proficiency in programming, social media algorithms, Instagram API, and automation is necessary. Familiarity with pre-existing automation tools like Jarvee, FollowLiker, and Instazood is a plus, though this project requires a bespoke solution.
The final deliverable should be a fully functional, easy to use system. The right freelancer will demonstrate a proven track record in creating social media automation tools, provide regular updates, and offer post-completion support.

I'm looking for a Instagram automation bot that can target users based on a certain factor (such as targeting those who follow large Instagram accounts, or targeting those who follow a certain hashtag, etc)
And work with all functionalities such as setting how many users to target, the chances of the bot running at a certain time, etc.
I already have a license for an Instagram bot with all of the functionalities which I can show it to you on a meeting for you to have a better idea of what kind of Instagram bot that I am looking for.
On top of all the basic functionalities, what's important is for the bot to be able to run and send dms using multiple different accounts at the same time.
I'm trying to use the bot to automate processes using up to 100 different Instagram accounts.
If 100 different Instagram accounts targets and reaches out to (by sending DM or taking a certain action) 100 different people on each of those accounts, then that would mean the software is capable of reaching out to 10,000 people a day (100X100), and the bot should be able to do that.
on top of that it's also important for the bot to be able to manipulate the IP addresses, set separate proxies for each account it'll be taking automated actions from, to avoid Instagram algorithm taking notice of unusual activities.
Seller who gets awarded also has to help me with setting up the bot and help me run it smoothly as intended.
