Typo3 (ver.4.5.22) Site Error Resolution - SQL/PHP - Unable to post

Hello,
I am using Typo3 4.5.22 for my client's WEB. It's an old HTTP web site and It can work only up to PHP 5.5 (or maybe 5.6) .
Yes, it is old but I need it to be functional until the end of this year.
0) History of the errors:
My hosting provider has done some server upgrades and the errors started .
Our WEB worked but there were no Croatian signs (čćšđž) .
(For Example, you can see an identical error on this old page with old Typo3 : http://stinjan.hr/ . No ČĆŠĐŽ letters, just hieroglyphs instead)
In the Backend the paths to files were missing and I guess it was because the CRO signs/letters were missing...logically.
They said my page is set for Latin1 but needed to use UTF-8 (or something like that).
After that they fixed something regarding the CRO letters adding:
$TYPO3_CONF_VARS['SYS']['setDBinit'] = 'SET NAMES latin1';
to the file here: /home/amipulahr/public_html/typo3conf/localconf.php
This fixed the Croatian letters but a new SQL error apeared:
--> the " 2: SQL error: " () "
***I have hired a freelancer who somehow tried to fix this error***
The Croatian alphabet is here, the "2: SQL error" is gone, all seems good but... now I can't publish nothing new and
there is a warnig saying "PHP Warning: Illegal string offset 'uid' in /home/amipulahr/public_html/typo3_src-4.5.22/t3lib/class.t3lib_positionmap.php line 481 " not seen before.
He didn't know how to fix it (obviously) so now I have to hire another freelancer.
**Now there are 3-4 SQL bases which the previous freelancer imported, I'm not sure which one is in use now so it's up to you to check it**

For example, If I want to add a new "Text box" or "File link" all seems good (but I get the PHP WARNING).
I click on SAVE but nothing happens.
It doesn't save the new element and it doesn't show on the WEB page.
2) The goal:
A) To fix the error so I can work without any hassle.
I must be able to add and delete new elements on any page on my WEB site.
B) WEB's Safety first; it's YOUR duty to make sure NOTHING gets lost and everything works after your fix. If you need to do a backup, do a a backup.
C) I am using Croatian characters so all should be visible and usable after the fix and the paths to files and/or any uploads have to work normally
D) The WYSIWYG editor (for Text adding or news) must work normaly (I'm using Firefox but if it works in Chrome it's fine,too)
3) You will have to give me your IP address so I can let you through the FTP connection... or CPANEL (if you need it).
I don't have access to WHM so you'll have to work with FTP/CPANEL.
4) After finished, You will have to send me a short document of what and where was fixed.
I have a small and fixed budget for this project, if you don't like it you're free not to apply for this job.
I will choose and award the freelancer which can guarantee me that he/she can fix this error in the LEAST amount of days.
I hope 2-3 days will be enough to finish your work.
If you can fix it in a couple of days, maybe I will have 2 more jobs/pages with same problem to fix. But let's leave it for later.
