Twilio SMS System from Google Sheets

I have a google sheet with 100 Domains in and their expiry.

I need Twilio to SMS me for every Date in the Google Sheet of expiry of domains.

1. Set No of SMS per day before expiry
2. Set Days before to SMS me
3. Set SMS per day
4. Allow SMS OFF/ON

Example;
freelancerrocks.com SMS=ON EXPIRY=NOV-30-2050 Days to start Remind=10,000,000 Remind Every=DAILY SMS Per day=350

I have Twilio and API account.
