Twilio PHP / TWIML Commands

I need some help coding a system to run via Twilios API (I already have the requried files on my server for twilio php to run ) but I need it where when a user calls the twilio phone number it will call me and <say> the incoming calls phone number and then if I press 1 it will connect me to the caller.
