Twilio and PHP

I want a PHP code that works with Twilio, where I provide an XML list with phone numbers. It should make calls to those numbers and play an audio. If the person responds "yes," it should play a second audio. If the person responds "no," it should play a third audio. If there is no response, it should play a fourth audio. For each option the person responds with audio, it should also trigger an external webhook link. My budget is $18.
