TrustPilot.com-like Javascript, but customized just for my clients' websites -- 2

Hi everybody. I'd need to put on different websites a custom reviewing system where I can decide what things/abilities the visitors have to review for each website or each ecommerce.
As example a TrustPilot style review module, but where I can choose what to review, in order to create a custom review for my clients with a custom mix of voices to review. The process to install the Javascript to ANY platform should be so easy as shown in the link below, or even easier if possible:

We need to let website visitors to to review a custom mix of abilities, below some example of strings the end-user will read:

Five stars rating, like on TrustPilot: from mediocre (1 star) to excellent (5 stars)

So, each website has different mix of things/abilities I want the end-users can review for the specific website.
So, is it possible to have the same TrustPilot Javascript and WP plugin BUT that lets me or my client to insert the things(ability he/she want to be reviewed on his/her own website from his/her clients? As example: attention to detail, speed, response time, support, quality etc etc .
Also, if me or my clients decide to replace one or more voices/abilities to be reviewed, as example, "speed" replaced with "kindness", then I 'have to do that easily, or let my clients to make that easily.
Of course, I'd need to have a simple central dashboard (server-side) where I can check all the websites reviews. So I'd need a server side service that manages/tracks the websites' review modules, that also ensure all Javascript codes installed are working, otherwise a bot will alert me in order to contact the client to understand what happens with their custom reviews.
Also, the server side app "understands" that an ability putted by my client on top of the list to review it means it has a most important priority for that website owner.
As example if I put "Speed" on top, then "Quality", then "Support system", it means that "Speed" has a better value for me as owner, "Quality", at the 2nd place, has a value too, but it's value is less than the "Speed", so "Support" ratings has for me (as website owner) less value than "Speed".
So we can assign 10 to the first ability putted on top, 9 to second one, 8 to the third one etc... and multiply them with the stars (1 to 5) in order to have a rating number for each website on our central backpanel, I mean on the server-side.
This is just to create some website number useful for me on my server-side backpanel, in order to understand in one shot graph if that website is going well or not.
Budget is 600 USD.
Someone could create this custom WP plugin and a cross-platform Javascript to install soon on websites?
In theory it'd have to install the Javascript in a specific website's page I decide to use to capture custom reviews (it can be a Wordpress page, or a php page , a Magento page, or asp website, html or any other platform), also I must be able to select if the review module can appears on all website's pages (as example in the footer) instead to put it in a specific page (as example a product page the users can visit to review after buying a product or service).
This is anyway a decision I can make website by website, depending on the specific business.
