Trust Company needs Website (User backoffice, Admin Dashboard)

I need a website built for my company I.T.S. I.T.S. is a custodial trust company that administers trust funds. The general point of the service is that users sign up, make deposits, and they will need to see info on their deposits.
The website requires the following-
• Sign-up form
• Questionnaire
• User Dashboard
• Admin Dashboard
• Automated Emails
• Referral Program
• Deposit ability
o BTC Pay
o USD Invoices

Frontend design will be contracted out separately.
The site must be built with the ability to make updates in the future.
Much of the admin dashboard requires manual inputs.
Requirements and Questions-
• What stack will you use to develop the site?
• Will the site be easily updatable in the future?
• Please send sample dashboards with logins that you have created in the past?
• Will you provide a site map (draw.io or similar) before beginning?
• What hours do you operate during P.S.T. time?
