Tranform a Codeignitor website from old to latest version or rebuild in Laravel

I have a website with backend admin to control the front end. Need someone really expert to transform it to the latest Codeignitor version or Laravel latest version of the PHP framework. Please share your best examples to show expertise. Need someone who can ensure continuity and future support. If you are a team then it is better as need someone in your team with graphic design capability.
