Time off tracker - PHP Runner

We have an existing Employee management app built in PHPrunner 10.7.
Database is MS SQL

Please only respond if you have experience with PHP runner.

This project is to add a Personal time off tracking "module"

Each Employee has / will have a login to the system, link with Employee ID

The scope is a follows:
FOR EACH EMPLOYEE
List/ Report personal time off (Date, # of hours )
calculate current balance based on calendar year

FOR Admin
add/ edit / track personal time off (Date, # of hours)
Report for each employee - calculate current balance based on calendar year
mechanism to award automatically # of hours twice a year (anniversary date)
mechanism to carry over # hours at year end (with max rule)
