Ticket Reselling Platform Development

I'm in need of a developer who can recreate a site similar to Tixel - a ticket reselling and reissuer platform.
Key Requirements:
- User Authentication: The platform must support Two-factor authentication for enhanced security.
- Payment Methods: The site should facilitate transactions via Credit/Debit cards and PayPal. Please note, Cryptocurrency is not a requirement at this stage.
- User Roles: The system should be capable of accommodating both buyer and seller roles.
Ideal Skills:
- Proficiency in web development, particularly in e-commerce and ticketing platforms.
- Prior experience with implementing Two-factor authentication.
- Familiarity with integrating Credit/Debit card and PayPal payment systems.
- Ability to create a seamless user experience for both buyers and sellers.

You will be provided access to the API for the original ticket selling platform. With this API you will be able to void and reissue tickets after a seller has sold a ticket to a buyer.
The design can be very basic but I just need a proof of concept to begin with and as we work on this project further we can begin enhancing the design and functionality. It will not need to be super dynamic. This site will only issue and reissue from one API key and one single event organiser.
I need to know timelines and budget required to get this project up and running.
