Theme enhancement for my system

I'm looking for a motivated and talented developer(s) to change the outlook of my existing web system. I have a fully working and functional system but I would like to change the interface to a newer theme and flow. The system is built in Codeigniter.
The main factor would be to make the current system features align with the new interface design and ensure they work.
