Telegram bot to use binance api public

I want a telegram bot for my channel, the bot will be under my control and it will utilize binance api https://fapi.binance.com/fapi/v1/exchangeInfo
I want that when i ask the bot /ratio pair time frame for example time frames we have are "5m","15m","30m","1h","2h","4h","6h","12h","1d"
For example
/ratio ksmusdt 1d
It gets teh values from api and calculated into human readable percentages of short or long according to the time frame and posts results on channel.
The pair should be bold color in the chat

The proportion of net long and net short accounts to total accounts with positions. Each account is counted once only.
Long Account % = Accounts with net long positions / Total Accounts with positions
Short Account % = Accounts with net short positions / Total Accounts with positions
Long/Short Ratio = Long Account % / Short Account %
