Telegram P2P Exchange Bot Development

I need a Telegram robot that works like a p2p exchange and connects the buyer and seller so that they can do the transaction together.
I want them to message each other like freelancer sites, and if needed to detect fraudulent transactions, I can view and edit the messages of both parties.
I want both the buyer and the seller to talk anonymously and not be able to communicate with each other outside of that robot.
I want filters to be placed in that robot so that they cannot use the words that provide their communication path.
This is a general outline of what I need.
There should also be a page for placing an order, the broker should put the desired digital currency in the wallet of the robot owner before making the transaction, so that the buyer does not refuse to pay the digital currency when depositing money to the seller.
Also, transactions must be done with the approval of the robot owner, and the robot owner can determine the amount of his fee from each transaction.
