Telegram Bot for Delayed Message Forwarding

I'm looking for a simple telegram bot that can monitor pinned messages in a group and forwards them to a new group with a delay as indicated in the original message. The bot should only handle text messages and forward them to a new group as exact copies of the original messages.

An example of a message to be forwarded is below. The delay is indicated by the field "White List Duration". Some messages will not have the "White List Duration" field, in which case the message should be forwarded immediately
