Technology architecture design for a login/pass protected site.

I am looking for a technology architect to help develop plan for a login and password protected site. User authentication is required and only one language will be necessary. The proposed plan should include technology stack, options for host, and maintenance recommendation. The main interface will be driven by PowerBi dashboards and a database behind it.
