Teaching platform

Good day.
Hope all are doing good.
I have a very specific requirement for teaching application.
I need a Application for both web and Mobile.
Where the I should have a ability to provide 1500 users.
Each user will have access to the video material I post.
I need folders to sort the videos and a folder inside the video folder with notes.
There are few restrictions to be made .
At a time a user can able to download only 3 videos that too should be only inside the application(mobile)
Screenshot and screen recording should not work inside the application.
I need atleast 1 tb of the video and notes to be updated.
The user should not be able to login in multiple devices.
Myself and the Person who is authorised by my user alone should be able to create new user.
Any user which is inactive for more than 6 months should be inactive.
The user name should be auto generated code in the numbering format 1-MM-YY( one is the starting number).
The development team or the team provides this application should not have any authority over the contents.
This application needs support for fixes or any new requirement down the line.For which New requirement will be a paid item .

Kindly consolidate your prices including defect fixing.
As for the storage either Cloud data should be included in the cost on development.
Or should be able to access the harddrive from my machine.

Post your suggestions for my applications.
Kindly note that in future I may plan to expand my application to sell for other users for their teaching businesses.
