Tax Switcher Woocommerce -- 2

I need a plugin that can switch between incl. VAT and ex. VAT. The plugin must contain the following:

- Work with regular price, variants, sales products
- Settings page in admin
- Toggle button be insert by shortcode, PHP code
- Code need to be lightweight so that dosent affect performance
- Must remember via cookie what visitors chose
- Need to be compatible with gutenberg blocks
- If price is set to 0, - a button shows "Contact for price" and a popup will open with a contact form we can define with shortcode

The settings page must have the following:
- Choose whether incl. VAT or oak. VAT must be displayed by default
- Style button color with colorpicker: Background, Border, Font size and weight
- Fields for entering what should be written on button labels
- Button be fixed when scrolling; Activate or deactivate
