SG II - SynerGym II Project

My business is United Cheerleading. Our website unitedcheerleading.com, which can assist you to getting a better idea of our business, classes we offer and some of the terminology that I am using. We offer cheerleading, stunting and tumbling services to school aged children. We have All-Star squads, high school squads, tumbling, cheerleading, stunting and private classes. Each class has different in prices, times, instructors, capacity and etc.
Currently, our gym uses a software program called SynerGym, an incredibly old 8 or 16-bit installable class management program that was written back in 1994. While old, this program still operates very effectively and somewhat efficient on Windows XP OS. I want to take SynerGym’s functionality and build in an online format with Laravel or CodeIgniter PHP framework; however, I am up for any expert suggestions. Meaning, what is the best framework that is secure, stable and doesn’t require updates in the code (ex. PHP) every single year?
I want our NEW system to automate 90% of the current functions that we are manually performing right now. Number 1 priority is security!!! Additionally, I want to make sure the code is solid and if coded in PHP framework, it can be easily updated as the versions of PHP are updated. This is a new web-based system that would be built from scratch. I would like to name this system SynerGym II.
