Swedish job board homepage

Hi, I need help with building the website for my new jobsite. It will look and work somewhat like linkedin jobs do. It's going to pull jobs from a swedish employment job site and also have the function to post jobs directly on my job page for a cost which will give that ad a better position in the search results. Companies paying to advertise can login and post jobs and see and handle people searching the job. They can choose the ad to send people to their own page for applying to the job or let people search the job right on my site with just a few questions chosen by the company. People searching jobs should also be able to login and create a "me" page and upload their resume. The site will also have a blog part where i will be making news relating to jobs. I believe the server side should be PHP and the site is preferably Wordpress. One very important thing is that the homepage is just as good on mobile phones as on desktop computers and also that it is google optimised to get listed on top.
