Subscription portal

need to create a responsive subscription portal, where contractors, customers can manage their rolebased access them self using self join, the user who register at joomla who knows the contractor or customer secret will be associated to the right contractor or customer company.
The administrators of those company can create and assign role for the users.
Users of the portal should be able
- to create software licenses, as long as there are available (upfront payed).
- to report via rest the license usage data
- to view reported license usage
- to view pending invoice data (input to next invoice)
- to view subscription agreements
- to view and modify payment methods (invoicing data) that the user belongs to
- to create/delete/view/update roles, and user assigned roles
- to view the managed and associated customers that has a subscription associated with an agreement for the contractor that the user belongs to.

All of these should be role based access controlled where the administrators them self should be able to set and define these roles them self for both members of the customer/contractors as well as associated contractors for customer user roles

The invoicing system should compare on a monthly basis license information reported with the agreement.
Any license usage that are greater than agreement should be input for a new invoice when the invoicing period has been passed (eg quartely invoices)
A notification service should be in place where the users should be able to get the notifications they want, for example invoicing data is greater than agreed license volume.
This can be of great help for the users to order more licenses at a better price, than continuing with extra invoices.
