Stripe Connect Integration

We are building a marketplace for suppliers in events (B2B). We are integrating STRIPE CONNECT EXPRESS with our web and back end (PHP Laravel).
We do have a developer, but he is struggling with the integration.
We need to:
1- connect the supplier dashboard with the onboarding stripe provides so that they go through their onboarding process and they can get payouts.
2- take payments with stripe from clients
3- The payment can have more than 1 supplier in the order.
4- We will hold the funds for 24 hours and let the supplier know they have an order so that they can accept, reject or discuss the order.
5- The easier scenario will be that all suppliers accept or reject the order. Then we will take the full amount or release the funds we held for 24 hours.
6- The more complicated scenario is when one or more suppliers within the same order/payment accept and some others reject. In that case, we should only collect the funds for what we accepted and release the difference.
7- Payout to suppliers 7 days after or manually.
