Street light control via Electrical Box and GPRS -- 2

I am looking for a freelancer who can help me with a project that involves controlling street lights through an electrical box controled by smart swich and a GPRS system. The following are the requirements for this project:
- Remote monitoring and control of street lights is necessary.
- The preferred communication method for the GPRS system is through a mobile data connection.
Ideal Skills and Experience:
- Experience with GPRS systems.
- Expirience in Modbus RS485
- Knowledge in remote monitoring and control of electrical systems.
- Understanding of mobile data communication protocols.
- Ability to troubleshoot and provide technical support remotely.
