Stock & Option TD Ameritrade API Script

I am in need of a seasoned professional who is adequately versed in JSON, PHP and MySQL to create a TD Ameritrade API script. The purpose of this script includes data retrieval of stock and option chain and placement of limit orders grounded on terms from a MySQL settings table.

Key Requirements:
- Develop an API script with specific conditions for limit order implementation in terms of price and time.
- The retrieved data should focus on stock prices and option prices.
- The displaying of retrieved data should be structured in a table format with the ability to submit the order via button click (unless "autotrade == '1' in the setting table).
-Any orders submitted should be logged in a separate Ledger table within the database and used to avoid duplicate submissions for the same underlying/strike combination)
