Special Image/Video Effect -- 2

I am looking for a freelancer with expertise in Visual Effects to create a special image/video effect for my project.
The ideal candidate should be skilled in HTML/PHP (Bootstrap 4) and jQuery/JavaScript.
The final product should be a series of HTML/PHP/jQuery panels in a template file. I will provide Wordpress Admin and FTP credentials on DEV server.
The effect is to have a static image that is NOT full-screen, and when scroll-in it expands to full-screen and fades into a video that would auto-play.
On scroll-out, the video would stop and fade back to the image, and the image would return to its original size.
