Solution for organizing a database of ms word files (national standards)

I don't know how much the budget may be, please tell me if it is very low
1. there is a manger for the standardization department, and employees who make the standards
2. there is a server available, all employees shall be able to add the MSword files and some text specifications.
3. every add and edit needs the approval from the manager
4. their must be search function
5. their must be online sell function, and the solution should edit the word file and add water mark contains the costmer name.
6. the solution shall be able to view the files based on classifications provided.
7. If possible, the system shall help organize the process of the Standards underdevlopment by having a table that keep tracking of updates
