Software odds comparator betting + telegram share alerts

I need a software which with the bet365 and pinnacle APIS, compare every second the odds, and when there are unbalanced one, it send automatically to telegram channel.

Very important, the telegram msg have to be instant, so all the process have to be in less than 1 second because these odds normally fit fast.
