Software to connect with webcam and dart board

Hi im after someone to help me build a webapp.
Webapp: I want to automate playing darts online with just normal dart boards.
Challenges:
1-Connect webcam to webapp and text webcam where the dart has landed... i need this 100% accurate
2- once we can teach a webcam to know where the dart has landed exactly we will want to build 3-5 popular dart games
Im looking for someone with experience with camera recognition with code. Im open to ideas how to solve this issue. I own a website company so im very familiar with code im just looking for specialised skill that can help me solve this challenge.
