Small web application and small mobile app

Hello,
one of my clients needs an small web application and mobile app for his club (club in El Salvador Central America - language Spanish).
Project summary (web app and mobile app): small club with members, members are required to make payments to remain been members of the club, my client owns 2 facilities, the city club and one on the beach.
They need the following:
1- Members access to the system with username and password
2- Members can check status of their club account, such as billing, invoices, etc
3- Members can Pay club bills, using credit card, PayPal, or any other payment gateway.
4- Members can generate payments reports
5- Members can update personal information such as telephone, address, et
6- Members can reserve meeting rooms
7- Members can reserve rooms (rooms to stay and sleep)
8- Members can request quotes
My client (The club) has a customer management system, the system is installed on a local server and has a SQL SERVER database, the web application will get the necessary information from this system.
