Small Admin Panel for Exisitng PHP - MySQL Script -- 2

I am in need of a small admin panel for my existing 3 Table - PHP-MySQL script. The panel should have the following features:
- User management
Select from the Table --. users WHERE IfAdmin=1
then
For each user from the Table - counters
Show user and list under for each title, url, cid, and count from Table - counters with Edit and Delete Buttons.
else
echo - Sorry you are not an Admin and
redirect ( 2 seconds) to the - URL to be given to the accepted Developer.

The design of the admin panel has already been decided and the MySQL and files will be provided. The project should be completed within a day.
There are 2 files the PHP file and the HTML file. The entire script is written this way.
Ideal skills and experience:
- Strong knowledge of PHP and MySQL
- Experience with user and data management systems
Very simple project for experience Coder/Developer.
