Skydiving Event SMS Alert System

I'm looking for a PHP script that scrapes specific skydiving web pages and sends SMS alerts via an SMS gateway for defined events. The script should check each page once per minute (1440 times/day). If an alert is set in the admin area, it will send notifications to all clients upon event occurrence.
Key Tasks:
- Scrape skydiving event data from provided URLs (Manifest Load clocks and others)
- Monitor for specific events (Airplane load put no clock and other events listed in tech spec)
- Send plain text SMS alerts
Ideal Skills:
- Proficient in PHP with experience in web scraping
- Familiar with SMS gateway integration
