Skills matching network

Hello, we're looking for a full-stack developer, or a small team, to build a web-based skill matching network. It will be a tool that connects users who post with other users who match the required skills.
For development, we ask for creation of responsive (bootstrap) frontend and backend webpages for admin management. We will provide mock-ups of about 20 pages in Adobe XD (including graphics resources), but we also evaluate alternative solutions.
We require pixel perfect accuracy, capacity to configure databases, servers and online payment systems. The network will initially be web-based but the plan will be to take it mobile as well on digital stores.
Once the first step has been completed, there will be future upgrades and the work will be constantly evolving.
