Sites ( phpfox 3.8 )not running after godaddy server migration ( ultimate hosting to cpanel hosting )

I have two websites developed with phpfox version 3.8 and hosted on godaddy shared hosting plan ( titled ultimate hosting plan )

it was running fine with godaddy ultimate hosting plan ..... on 24th October , godaddy stopped their ultimate hosting plans and migrated all shared hosting clients to new server with cpanel ...
Ever since , both the sites are down ... they have made a folder called backup on root on the new server and put everything that was on earlier server in this new location ....i have tried extracting and putting it on new server root directory but it isn't working ....
Need someone who has developed sites on phpfox and understands servers , db connections
once site is restored i also look forward to working longterm for site maintenance and maybe few development .....
Please don't submit random interests and your expertise ... am not interested ...let me know if you have worked in phpfox version 3.8 , developed any sites or modules in phpfox and have you solved site issues w.r.t server migration ....i also need exact timeline by when you can finish restoring and running the websites....
Presently one team is working but without much luck .....i wish to engage teams to work paralelly so that project is up and running at the earliest ....
i will need documentation and files of what went wrong .... also i want team to install project on my localhost via remote access .....
