Simple project - Create a CMS for a blog (NO WORDPRESS!)

I would like to create a CMS for my blog, only the Blog is okay, other pages I don't need CMS.
The blog should include the link features:
1) Blog list: https://preview.colorlib.com/theme/mosaic/blog.html
The blog list include few things I need to make it done;
a) Category & Tag: I want my blogs can assign Category and Tags
b) Popular Articles: I want my blogs can show the ranking by viewing rate.
2) Blog detail: https://preview.colorlib.com/theme/mosaic/blog-single.html
For this blog detail part, I want my CMS can edit the content by html editor, so it can easily to upload a blog, assign category and tags.
