Simple School Fees Management Application

I'm looking for a simple school fees management application, preferably developed in .Net framework. As an admin/accountant, I'd like to have the ability to add and view student fees records, input and accept fee payments, as well as automatically carry forward unpaid fees to the following month.
Key features would include:
- Add and view student fees records
- Input and accept fee payments
- Automatic carry forward of unpaid fees to the next month
- Ability to download student reports
- Capability to upload student lists
I'm aiming for a minimalistic design, so the application should be clean and easy to navigate.
Ideal candidates should have experience in .Net framework OR PHP Framework and developing similar applications in the past or may if you have developed application ready provide. Experience in finance or accounting software development will be a plus.
