Simple Sales Incentive System

We need a sales incentive system to log sales by agents in shops on products.
AGENTS - They will login and submit a sale of a device which in verified against our existing stock. Each device has an incentive value that the agent earns on. The goal of the system is to verify the sale and to award the agent the commission.
Agents submit a sale through a simple form, which checks the product IMEI code against the database, if product has not been claimed before it loaded the device details and incentive rate. On submission admin and store manager are notified on the sale submission.
ADMIN - Admin of the account can view the agents, add devices, add stock and export reports.
The reports are simple sales reports which tell us how much to pay agents through traditional means offsite from this system.
As agents submit sales this confirms against the stock on hand and confirms the device. A sales can only use the unique IMEI code once. As its tagged it will show as being claimed in the admin section.
Admin can view the agents, shops, devices, brands, IMEI stock and incentive/commission reports.

This can be developed in Laravel (preferred) or Codeigniter.
