Simple Progressive Web App Development (YikYak clone (location based posting))

Hello,
My goal is to build a simple Progressive Web App that functions like the old YikYak app.
This web app will access the user's location and allow them to post in that location.
The user will be able to see other posts from users who are nearby, based on their location.
Features I need for the MVP:
- Access location of the user
- Upvote a post, Downvote a post, Comment on a post, Upvote a comment, Downvote a comment
- Sign up, user enters username, password, and email to sign up
- Log in, reset password
- User profiles, show username, show post history, show comment history
- report button on every post and comment (reported posts and comments go to a list in the admin panel)
- Simple admin panel (to be accessed by me only), option to delete posts that violate community guidelines
--> Ban users: choose how long: ex: 1 hour, 12 hours, 24 hours, 1 week, 1 month, permanent.
Once the web app is completed, I need help deploying the web app.
My goal is to launch quickly and to keep costs low, for the MVP of the web app.
This web app needs to be responsive and work on both desktop and mobile browsers (iOS and Android).
