Simple Plugin for PerfexCRM

Hi Freelancers.
I need the region filter plugin for perfexcrm and i think as the perfexcrm is codeignitor.
1. Add custom field to "Staff" and named "Region". The value can be "Hong Kong", "Taiwan", "Thailand", etc.
2. The superlative admin can create other admin accounts and staff account and assign their region field (custom field)
3. The field cannot be changed by other users except superlative admin
4. New admin can create staff records and the "Region" field is same as the admin's region
5. The Region field also created to Customers, Leads, Invoices, Items, Estimate, Projects, Tickets
