Simple OFFLINE/ONLINE Sync Feature for Laravel Accounting System running on Xampp and Cpanel

I have an Accounting System (Ultimate POS) running Offline on Xampp Server and online on Cpanel. I need a sync between the two databases.
I want a simple script or function that can post ( MYSQL Database) Offline data to Cpanel when there's a connection. And to fetch Online Data when there's an active connection.
Crucial Offline posts to be synced to the online database are just POS Sales and Quotations.
the rest of the features can be used on the online version
I have given the job to many freelancers for the past 2 weeks and they couldn't deliver. From my research i came up with the following possible solutions, in your bid, let me know which one could work best.
