Simple MySQL database (three tables) and Rest API access from clients made in PHP

I am looking for someone who have setup a simple database with Rest API using MySql and PHP many times before. It should be second nature for you, and the basic setup of this should not take more than three effective days. The job may extend beyond this, but this opening project is for the initial working prototype.
The code should be documented, easy to maintain and scale/extend.
I will provide logins for a web hotel with MySql and PHP support.
You can use an Admin module instead of implementing a custom Administrator table and GUI.
Look at the requirements and please ask me questions before you name your price.
Of course, the requirement specification document is not complete at this stage, and we will have a dialogue on this before start, because I am open to suggestions also. But let the price reflect a good estimate of what you think the project will cost in total, rather than putting a low price just for us to get talking…
