Simple Food App changes required based on html, php and js

We need to debug some small issues on the Food App, it based on html, php and js. IT does not need XCODE or Android studio for editing. Anyone with good understanding of PHP, JS or have worked with Yii Platform , Cordova would be good. Small budget we have.
