Simple Arabic and English website for Financial Services

Hello, I am looking to create a simple website for a financial services. Primarily, there needs to be two language versions of the site, both Arabic and English. The website should be informational only, so no e-commerce or blogging will be necessary. Additionally, there is no need to integrate any existing data sources.
