Silent Auction Bidding Platform with BSC address and BSC wallet value verification

Hello,
I am seeking a developer who can develop a very minimal based bidding platform with the ability to verify a users wallet address and user's wallet balance. I will explain all 3 functionalities.
1) Bidding platform will use a PHP/HTML theme that is provided. Users can only make bids on the platform. More details on this can be disclosed once I determine if you are eligible to continue moving forward with.
2) When a user signs up, they must verify their wallet address by manually sending a specific amount of BNB to a wallet address that is provided (this should be done automatically since they will provide their wallet address on the form and the senders address on the blockchain must match the address on the form). The amount needed to send for verification is random and should be small (between 0.001 to 0.009 BNB).
3) When the user is now onboarded and verified/approved, they will be able to bid. However upon trying to bid, if the wallet that they provided us with does not contain the amount of BNB which is the current bid's price, they will get an error (not be able to bid). This is where the BSC wallet BNB value verification comes in.
Both points 2 and 3 could be done using the generic API for BNB/BSCscan since no LPs are involved in the process of scanning for the initial deposit (wallet verification) and bid eligibility (BSC wallet BNB value verification).
Please only bid if you have experience working with BSC/BSCscan's api for blockchain related development. We are not interested in developers who have no prior experience in this field.
