Shopify Automation

I currently using the flex theme from out of the sandbox and have a Notify me when this product is available form on my product pages which collects emails but there is no automation linked to it.

What I want to do is set up an automation so when the quantity is updated in my shopify admin it automatically sends an email to anyone who completed the Notify me email

I would prefer not to use a paid shopify app to do this
